The government of Netherlands has instituted a law, to be implemented over the next couple years, to do just that on all roads and streets. First it will be used to track trucks, then expanded to all vehicles. The vehicle owners will be billed according to the type of vehicle used, time of day driven (charging more for rush hours), and type of road or street used. Special arrangements have been made for integrating non-Dutch vehicles. The rest of the European Union are watching to see how this works out. Many of the major countries of Europe already use a toll on express highways, in some cases for all vehicles (France) or just trucks in other countries, the enforcement being an annual fee for a mandatory sticker.
